“九一八”前夕，地下党人宋烟桥接受中央特科的一项神秘任务－寻找抗日英雄颜红光。没想到任务的开始就面临着被叛徒出卖，好友牺牲，与上级失联等一系列问题，为了查明真相，宋烟桥设计入狱，勇斗满铁警察署，肃清了叛徒，重建沈阳地下组织。 “九一八”爆发后，宋烟桥在哈尔滨找到颜红光，并暗中帮助，颜红光牺牲后他扛起这面英雄的旗帜，扮演着“颜红光”继续战斗。他改变城市斗争的形态，开始建立城市游击队。他不愿让任何人受到牵连，面对战友的表白他拒绝了。在极端艰难的条件下，他带领着游击队和隐秘战线，屡建奇功。随着整个东北抗战局势的恶化，他也走向了自己命运的终点。他有过选择，可以越界苏联偷生。但他决定留下来，扛着“颜红光”这面旗帜战斗到最后。
