1941年冬，香港沦陷，中共香港地下党组织受到了严重破坏。代号“秋蝉”的共产党员叶冲临危受命，秘密潜伏在日军香岛军政厅机要单位执行一次“绝密任务”。狡猾的日军切断了所有和组织联系的方式，日军谍首宫本苍野又死盯叶冲，处处为难，叶冲孤立无援处境如履薄冰。一次次命悬一线的任务中，叶冲不断建立与同志的联系，在这条隐秘战线上不断为组织传递情报，破坏日军的军事行动。战斗不断的深入，叶冲和战友爱人的情感也越来越深厚。时光荏苒，沦陷的苦难岁月来到1944年底，日军在太平洋战场节节败退，战争狂人清泉上野制定了令人发指的“诺亚“作战计划。而一条日军军部的神秘电文也让叶冲明白，自己作为“秋蝉”潜伏的真正意义和要执行的“绝密任务”就是破坏诺亚计划。没有什么比在黑暗中坚持更难，一个个勇敢的生命陨灭，一个个亲切的笑脸消失，年轻的灵魂经受一次次的摧残和考验，叶冲、池诚、林小庄、何樱……他们用信仰和忠诚铸就一段慷慨悲歌。 
